Background

Opportunity Peterborough was founded in 2005 as an urban regeneration company. Five years later our remit evolved to lead the city’s economic development. We’re a private not-for-profit business, wholly owned by Peterborough City Council.

As an economic development company, Opportunity Peterborough’s core responsibilities include marketing Peterborough to businesses to attract inward investment, engaging with local companies to support growth and development, and leading the city’s skills agenda to ensure our current and future talent pool is trained and work-ready. We also deliver a range of projects to boost the local economy and support Peterborough’s aspiration to create the UK’s environment capital.

In 2012, Peterborough became one of four Future City Demonstrators and was awarded £3million to test, develop and implement new concepts and ideas, harnessing the power of data and technology, in a bid to make our City a better place to live, work and invest. Opportunity Peterborough and Peterborough City Council jointly deliver the resultant Peterborough DNA programme.

Objective

We are looking for an inspiring, innovative and practical individual who is able to gain the buy in and investment necessary to bring some of our key Circular Economy projects to life.

Responsibilities

Outputs and Key Tasks

Outputs

  1. Strategic and day to day support to the programme delivery team to enable the Peterborough DNA project to be delivered rapidly and effectively up to the end of the programme in September 2017.

  2. Development and delivery of a programme of work, in line with the deliverables of the Future Peterborough Framework to recruit, engage and work with a cohort of local stakeholders with the aim of improving economic resilience and increasing environmental sustainability through the implementation of the Circular City vision.

  3. Identification and implementation of a range of practical initiatives that bring the ‘Circular City vision’ to life, and co-ordinate a programme of work that captures the social, economic and environmental benefits from the Circular City approach.

Key Tasks

  1. Raise the profile of the work locally, nationally and internationally in order to attract inward investment to enable key elements of the implementation plan to be delivered.

  2. Work with businesses and other partners to identify solutions to specific challenges, working across the programme to agree mechanisms to deploy solutions, whilst developing the longer term business case to support ongoing investment and potential commercial opportunities.

  3. Working with team members and alongside key businesses and other city stakeholders, ensure that Share Peterborough, the programme’s bespoke B2B platform, is fully integrated with the Circular City approaches and that it is effectively utilised to maximise the impact of the programme. .

  4. To act as a direct point of contact on a day to day basis for the Circular City programme. This will include making contact with individual businesses and stakeholders as well as organising larger networking events as appropriate. If required, co-ordinate the delivery of projects by third party agencies ensuring satisfactory outputs and appropriate engagement between them and businesses.

  5. Working with the wider Peterborough DNA team, and particularly its communications team, take a proactive approach to promoting this initiative within local and national media, maintaining evidence as appropriate.

  6. To act in line with the council’s procurement policy to ensure all funding, including capital investments, is done so in line with the requirements of the Technology Strategy Board and council policy whilst being delivered on time and within budget.

  7. To seek and secure further funding, as appropriate, in order to enhance the deliverables of this project and where possible enable further capital investments.

  8. To develop and sustain effective working relationships to manage the expectations of stakeholders including officers, councillors and the local community.

Personal Specification

Essential

  1. Practical and theoretical knowledge of environmental and sustainability issues, including those specifically relating to the circular and sharing economy concepts.

  2. Knowledge and experience of project management techniques - Ability to co-ordinate high profile and complex projects effectively.

  3. Excellent written and verbal communication skills. Experience of presenting issues to a variety of target audiences.

  4. Ability to influence partners, negotiate solutions and seek opportunities for delivery.

  5. Ability to draw together and motivate stakeholders to ensure that they function effectively to achieve objectives.

  6. Ability to work with commercial businesses and their staff at all levels, demonstrating a high degree of professional engagement.

  7. A degree (or equivalent) qualification in an environmental, or related, discipline.

  8. Understanding of, acceptance and commitment to the principals underlying equal opportunities.

  9. Knowledge and understanding of effective customer care.

  10. Sensitivity to potentially commercially confidential material and situations.

  11. Ability to be flexible; including to travel, work occasionally outside normal hours, and in all weather conditions when required.

  12. Knowledge of the Smart City agenda on a local and national scale.

Desirable

  1. Experience of Microsoft Project.

  2. Knowledge of Business Models.

  3. Experience of business engagement and commercial activity.

  4. A qualification/training in business engagement or similar business operational subjects.
