Background

Islington Council’s Energy Strategy & Advice Team operate a number of high-profile projects. The largest of these is the Seasonal Health Intervention Network (SHINE); a single point referral system offering advice and support to Islington and Hackney residents. Over 130 organisations refer clients into the team who then make contact and assess the client for around 30 possible interventions helping people with health, energy efficiency, general housing quality, income, social isolation and much more. The team also offers support with fuel debt, assisting residents with trust fund applications and negotiating payment plans with energy companies. Between December 2010 and March 2017, SHINE received over 16,000 referrals, with over 3,000 anticipated in 2016/17 alone. SHINE is currently being trialled across the entirety of Greater London with energy supplier funding.

The team also operates general energy advice services for the boroughs of Islington, Camden and Hackney. In 2017 the council intends to launch an energy supply offer under our own brand.

Objective

To provide a comprehensive advisory service on fuel poverty, energy and water efficiency and related topics to the public, both face to face and via telephone help lines. To support wider team objectives around community energy, water poverty, consumer protection, developing local policy and influencing regional and national policy and income generation.

Outputs

  1. Deliver a high quality energy advice service across a number of local authorities, including through home visits, telephone advice and outreach events.

  2. Liaise with partner agencies to promote SHINE and other programmes.

  3. Assist in the delivery of contract targets and performance indicators.

  4. Assist the service manager in the delivery and development of the service.

  5. Support the wider objectives of the Energy Strategy & Advice Team .

Key Tasks

  1. To assist in the provision of a fuel poverty and energy advice service, including providing comprehensive sustainable energy and affordable warmth advice to the vulnerable clients and signposting/referring to relevant grants and schemes. To assist in the delivery of the Seasonal Health Intervention Network (SHINE).

  2. To undertake home energy visits to advise on saving energy and water.

  3. To fit smaller energy efficiency measures and identify potential for heating and insulation measures.

  4. To use a variety of methods to persuade and encourage shifts to more energy and water efficient living and to reduce fuel and water poverty including the provision of advice and information, training courses, workshops, and outreach work.

  5. To market the council’s advisory services to clients, including: planning, co-ordinating and delivering presentations, events, and training sessions.

  6. To investigate energy related issues and contribute to service strategy development.

  7. To maintain information systems and ensure material is updated.

  8. To carry out regular reviews of work programmes in conjunction with management.

  9. To undertake reception/telephone duties, as required.

  10. To deal with all correspondence in connection with duties and prepare reports as necessary.

  11. To support the Energy Strategy & Advice Manager in the delivery of their role.

  12. To attend officer and other meetings as required and represent the Energy Strategy & Advice Team as directed.

  13. To undertake other duties commensurate to the grade of the post.

Personal Specification

Essential

  1. Experience of working in a public facing role.

  2. Knowledge of domestic sustainable energy and affordable warmth issues relevant to an inner city area.

  3. An excellent written and verbal communicator, with the ability to provide clear, relevant technical and non-technical advice to members of the public and other officers.

  4. Ability to promote and market energy and environmental advice to residents and to provide targeted advice and assistance to residents in fuel poverty.

  5. Ability to work in collaboration with, and on behalf of other public bodies including local authorities.

  6. Excellent report writing skills with the ability to document work programme reviews.

  7. Excellent IT skills, including a good working knowledge of: Microsoft Windows, Excel, Outlook, Word.

  8. Willingness to undertake an Enhanced satisfactory clearance from the Disclosure and Barring Service formally known as the Criminal Records Bureau (CRB) Disclosure.

Desirable

  1. Ability to prepare written and visual information.

  2. Knowledge of financial assistance available for domestic sustainable energy investment.

  3. The ability to adhere to the Council’s Dignity for All policy.
